Attract international investors
The Jordanian Natural Resources Authority (NRA) wanted to attract international investors to further develop its extensive oil, gas, and mining reserves. The NRA recognized the value of a centralized master data repository with Web-based visualization to secure national assets and encourage investment from prospective buyers worldwide. This significant goal entailed streamlining and modernizing the way data is collected, stored, and accessed.
Before posting investment opportunities on the Internet using eGovernment or a similar Web portal, it would be necessary to standardize, remaster, and upload (scan) existing information into a single, comprehensive E&P database. NRA objectives were to ensure data quality and integrity and mitigate the risk of losing valuable seismic data, because old storage tapes were starting to deteriorate. An overriding rationale for this project was to enable more informed decision making by stakeholders in Jordan’s natural resources market—from governing bodies to operators and investors.
Use leading Information Management technology
Standardize processes
Schlumberger Information Solutions (SIS) worked with the NRA management to evaluate and standardize the processes for collecting, collating, validating, correcting, and publishing geological and geophysical exploration data to different operating companies and the Jordanian government.
Incorporate domains and define lease types
A major task for the project team was the incorporation of data from all E&P domains into an NDC for quick and easy access to categorized types of information. The lease types were defined as exploration, mining, and quarry, with production rights available for the following resources: aggregates, basalt, clay, glassy sand, granite, gravel, gypsum, industrial marble, industrial limestone, iron, kaoline, phosphate, pure limestone, salt, sand, silica, stone, travertine, tuff, and zeolite.
Recover and protect valuable seismic data
To prevent further deterioration of legacy seismic data previously stored on 9- and 21-in magnetic tapes, the data was remastered onto new, more reliable (i.e., nonvolatile) storage media—Linear Tape-Open (LTO) technology. Validated copies of all the old tapes fit on just 32 LTO tapes, which are expected to last through four generations of magnetic tape technology.
Create a Web-based portal to promote investment opportunities
A Web-based portal was created as the main global gateway to viewing Jordan’s natural resource data stored in the NDC. This allowed ease of use, personalization, and aggregation of content sources critical to decision making. The Web data view component of this solution was specifically designed to give operators and potential investors quick access to oil, gas, and mining details (including cultural, navigation, well records, oil and gas production, and seismic facts). To facilitate the process, IndigoPool, a Schlumberger division specializing in setting up secure online data rooms, was brought in to develop an online data-brokering model for promoting investment opportunities.
Ensure future growth and development of natural resources
The NDC was delivered to the Kingdom of Jordan on schedule and within budget. SIS had uploaded seismic data amounting to 1 TB, and the length of all seismic lines in the database totaled more than 32,000 km. The country’s energy and mineral businesses are now well positioned to compete successfully in the global economy. State-of-the-art information management technology will make it easier to reach prospective investors anywhere in the world. As a result, Jordan is better able to negotiate investments and form partnerships to more fully develop its vast natural resource reserves.
